Will I ever be able to exchange tops for the correct size? Or will they continue to provide me with redlculous options requiring more money?

Probably not. They didn't even put a return receipt in the package. So who knows where to send anything in the first place?

They are a scam and provide horrible customer service. I have been trying repeatedly now to return items for which they have to give a return address which they will not do and they won't honor a refund. Shop somewhere else. Not worth the headache.

They wont fix the issue without you paying for something. Try to threaten to claim your money back to see if they react.
