I just placed an order and specifically used PayPal. PayPal will contact them for you and give them a specific amount of time to supply a tracking number if it doesn't show as being arrived to you within a certain amount of time you will get a refund from PayPal. PayPal always has your back.
I believe their ads say that you should get it in 10 business days. So, if a significant amount of time has passed you should start your complaint because afterwords you have to escalate it. The sooner the better to get started.
