Good question bro... I don't know abt government but... like it has spread to everyone's mobile. It has to be uninstalled from every one's mobile. It is in our hand to stop this... If u uninstall. Infrm others as well abt d reality. If dey do... Slowly but gradually it will stop... I did it aftr loosing a lot...
