I would use a blender. Grind into a Mashed Potato paste.

Besides heading warm water to it and letting it sit for a couple minutes you can also take a spoon and using the backside of it mush it down into a paste that can be eaten even if the puppy doesn't have teeth

You can add warm water and let it sit for two or three minutes and it softeneds up
