Why will Expedia not answer the phone or e-mail back. They are very quick to take your money but customer assistance is brutal

I lost $400 by buying a hotel room on expedia a couple weeks ago. No refund because it was through expedia... if I had booked directly through the hotel I would have been fine. Lesson learned for me.
