Is this a scam compamy

Answer:

In my opinion and experience with them, yes. Both my friend and I have been trying to get either the product or money back and no emails back from them. Sad part, I didn't use PayPal so I am out the money.

Why can't i get anyone to contact me about my order from october 8,2015? i have left several emails with no response. this is the second time this has happened with a refund finally on my first order. do i need to file a claim with paypal?

Yes. That's what I did and got a refund. Good luck. They suck.
