Maybe he feels like trading with fixed spreads. Who are we to judge him? :)
Maybe because he doesn't care about spreads that much. Fixed spreads are usually higher than variable ones, but one of their advantages is that they are not very volatile during the news. So you can trade news without worrying that you lose all your money.
