I've ordered a dress and paid extra money for it to arrive yesterday the 9th and it's still not arrived does anyone know anything?Have any numbers?

i ordered my dress on 4/8 and it still hasnt come once yet? has anyone else had this problem? and customer service hasnt responded to me

Are the sizes a true fit. Should I order a size larger just in case.
