This weekend the Virginia Scenic Railway notified its customers that, for undisclosed reasons, which very well may have been due to their own incompetence or negligence, the N&W 612 Steam Locomotive was being replaced by a diesel engine. Now I recognize that they had reserved "the right" to substitute motive power, i.e., to switch from steam to diesel power. But what they fail to acknowledge is that their customers had paid a substantial premium in higher fares for the N&W 611 trip over the two ordinarily diesel-powered tours they run at the same time. The premium is a substantial part of the ticket price and can be $50 dollars or more per ticket — not something to be ignored. The classy, equitable and fair thing to have done was to offer a partial refund — a refund of the premium we had all paid for the N&W 611 service. Did Virginia Scenic Rail offer to do so? Not on your life; just ignored the disappointment of their travelers and covered up their own culpability,
