Ambiguous decision making from executive management. He is extremely inefficient and wastes money/time and passes the blame to his management team. Highly unprepared to be a defense contractor and his word is as valuable as a wooden nickel.
Be prepared to be completely confused in your job, since the CEO has no idea what he is doing. This is apparent in his 8 month old job postings for unfilled positions in awarded contracts. The blame is passed down and your job is always being threatened. CEO avoids confrontation and serious issues at hand. He had plenty of money to throw away, and losing contracts is "never his fault", because he is not man enough to accept responsibility for his own mistakes.
