I joined in 2008 or so and loved City-data. It was a fun place to connect with people who shared my community and interests. While there was the occasional conflict, discussions were productive and well moderated, at least in my state forum. Commenters could and did argue, but we knew where the boundaries were and behaved accordingly. Fast forward to today, and many of the posters I enjoyed in earlier years have been driven off by the toxicity, and I've joined them. It's disheartening. City-Data, if you read reviews, it's time to clean house. Your moderators, with a few notable exceptions (shout out to Mikefrombackeast), are terrible and drive off your most engaging and helpful members. What remains is a cesspool. The "discussions" are not edifying or even entertaining. They're just mind-numbing.
My assessment: Find another discussion forum. This one is very bad news and unlikely to improve.
