Seems like a scam so far: you give them the phone code and model, pay with PayPal and the next day they reply that unfortunately they can not unlock your phone and will refund "within 48 hours, but allow up to 7 days to reflect in your account".
They are just trying to catch money from whoever forgets to actually check they were refunded.
