I have used permastik medium picture strips for hanging lightweight single photo frames and regret it as I now have damaged skirting boards and broken and damaged picture frames and photos. The furry side of the velcro strip has been systematically peeling from it's backing and I regularly come home or awake in the night to find another broken or damaged frame and damage to my home.
I am currently re-gluing the velcro back on and so far it hasn't come off again. As you can see from my photos I have halved the velcro strips but I checked that the weight would be ok. It is only the furry side that pulls away from it's backing strip for some reason?

Perma products are poor quality. Don't buy. I followed their instructions. The canvas fill down...
Two frames came crashing 5mn after hanging. Fully Followed instructions. So bad so expensive...

Please note that the weight rating refers to the use of a full picture strip and by cutting the strips in half, you have altered the product. This may have also caused the velcro part to come apart from its backing. And so by altering the product, this puts product effectiveness beyond our control and therefore we cannot attest to its weight capacity.
We stand behind our products and they will hold the rated weight when used within the packaging instructions.
