How long does it take before the authorities shut down scammers like LaptopBatteryLife.com

First off, the product was garbage, didn't work at all.
Then, I'm made to explain all the details before they would even consider my complaint.
Then, I'm told someone would be in touch, total lie, no one contacted me.
I write to complain, totally ignored.
I'm embarrassed to admit I have been scammed.
