“They don't allow you to cancel the service even if they can not make the appointment”

I scheduled an appointment. In the late afternoon they told me they could not make it and wanted to reschedule. I refused and asked for refund. The representative canceled it at first. But then they insisted their no cancellation policy. It is unfair because I did not initiate the cancellation. It is them who can't make the appointment!
