Answer:

Vevor is a chinese company that only has warehouses in other countries. Their customer service line is not their own, it is a hired one. They probably don't understand about taxes, or perhaps they don't have to pay them.

They sent one out but it came damaged so they sent another one out that doesn't work so they said that's all you get
