Yes of course. In most of the locations we have online, the insurance package included is a Full Insurance package (excess applies). During the pickup procedure, you may select an extra insurance package to reduce/ waive the excess of this package and make your liability zero.

Yes they are a "broker" and charge a hefty fee for nothing, besides is never clear that you are paying a fee to them.
